Energy Programs

March 21, 2013 - Effective March 29, 2013, LIHEAP for Winter Energy Assistance (EA) (October 1 - March 29) will come to a close for public access.  Agencies are to stop distributing, either through mail or hand-out, LIHEAP applications for EA purposes at the close of business on March 29, 2013.  The last day to accept LIHEAP applications for EA purposes will be April 12, 2013.  Agencies may accept LIHEAP applications for EA purposes with a returned postmark of April 12, 2013 or earlier.

We will continue to offer the Winter Energy Crisis Intervention Program (ECIP) until May 31, 2013 or until the funding runs out.

The NEW Face of Poverty

“What we are experiencing at OACAC Energy Assistance is the realization that there is a new face of poverty.  The new faces are those who have never experienced having to ask for help.  They are our neighbors who have lost their jobs,  their homes and their savings.  They are people who are not able to meet their basic needs: food, medicines, gas.  These are friends who never dreamed they would be without work and facing this situation.  The face of low-income has changed.  We are now seeing a new face of poverty."

The mission of the Low Income Home Energy Assistance Program (LIHEAP) is to assist low income households who have an energy related crisis.

 Energy Assistance (EA)
No Shut-Off Notice Required
The Winter Heating Energy Assistance Program (EA) provides a one-time payment for assistance with winter heating costs for low-income households (based on household size and income). The program runs from October through March.
Applicants must first apply for the Energy Assistance Program before being considered for the Energy Crisis Intervention Program. 

Energy Crisis Intervention Program (ECIP)
Shut-Off Notice Required
The Winter Energy Crisis Intervention Program provides utility assistance and relief for eligible households to alleviate energy related crisis. The winter program runs from October through May.  Applicants must have received a notice of termination, had services terminated or be a COD propane customer to be eligible for the Energy Crisis Intervention Program (ECIP).

The Summer Energy Crisis Intervention Program provides assistance for electric payments only and runs from June through September.
